Notwithstanding any general or special law to the contrary the salaries of members of the United States Coast Guard who are residents of the Commonwealth shall be paid by the Commonwealth during the so-called federal government shut-down. The funds for such payments shall be paid from an account to be recommended by the Governor and determined by the committees on Ways and Means. Upon the conclusion of the so-called federal government shut-down, the Commonwealth shall seek reimbursement from the federal government for the cost of all such payments made to such Coast Guard members.
