: Section 1 of chapter 159C is hereby amended by striking out the definition for “consumer” and inserting in place thereof the following definition: “Consumer”, an individual who is a resident of the commonwealth or an association, corporation, partnership, limited partnership, limited liability company or other entity operating in the commonwealth, that subscribes to residential or business telephone services in the commonwealth and is a prospective recipient of goods or services.
