The department of energy resources shall, in consultation with the department of environmental protection, conduct a review and analysis of the renewable portfolio standard program in the commonwealth. The review should consider the effectiveness of the program to date and identify ways to make improvements to further facilitate the development of affordable renewable energy in the commonwealth. A report summarizing these findings and recommendations shall be submitted to the joint committee on telecommunications, utilities and energy, and the clerks of the house and senate no later than 12 months from the effective date of this legislation.
