▸SECTION 1
Notwithstanding the provisions of section 4 of chapter 138 of the General Laws relative to the number of members that may be appointed to a municipal licensing board to the contrary, the licensing board of the city of Salem shall consist of 3 members and 1 alternate member to be appointed by the mayor, subject to confirmation by the city council. Each member shall be appointed to serve for a term of 3 years and until their successor is chosen and qualified.
▸SECTION 2
On the effective date of this act, the mayor, subject to confirmation by the city council, shall appoint 1 person to serve as an alternate member of the licensing board, who shall serve for a term of 1 year. Upon the expiration of such initial 1-year term appointed pursuant to this section, successor appointees shall serve for a term of 3 years.

An alternate member shall serve as regular members of the board whenever any regular member is unable to attend a meeting of the board.
▸SECTION 4
Those persons serving as members of the licensing board on the effective date of this act shall continue to serve as members thereof for a period of 3 years or until the expiration of their term, whichever period is shorter.
