Notwithstanding section 1, the provision of water services by the Massachusetts Water Resources Authority to the Lynnfield Center Water District within the town of Lynnfield shall commence only after the board of directors of the authority has voted approval after having first made the findings as required by clauses (1) to (6), inclusive, of paragraph (d) of section 8 of chapter 372 of the acts of 1984 and having made such other determinations in accordance with applicable policies of the authority and after all required approvals have been received including, as applicable, other regulatory bodies where required and the advisory board of the authority, but section 71 of said chapter 372 shall not apply.
