Notwithstanding any general or special law to the contrary and any regulation, the board of state examiners of electricians and board of electricians appeals shall promulgate regulations to allow for a journeyman electrician to have no more than two apprentices under his or her direct supervision or employ, provided that one of the apprentices is a student from an accredited Chapter 74 Electricity program.
