Notwithstanding any general or special law to the contrary, all of the positions of all police officers in all ranks in the police department of the town of Andover shall be exempt from Chapter 31 of the General Laws.
Section 1 of this act shall not impair the civil service status of any person holding the position of a sworn member of the police department in the town of Andover on the effective date of this act.
Notwithstanding section 2, no appointment or promotion made after the effective date of this act shall be subject to chapter 31 of the General Laws.
This act shall take effect upon its passage.
SECTION 1.
